Cache state is shared with other visitors. The failure preset follows the server clock; an uncached request during downtime returns 503. Round-trip time includes your network.

Cache policy

Under 5 seconds: HIT — return the stored copy.
5–65 seconds: STALE — return the copy and refresh in the background.
Missing or expired: Wait for the refresh. Concurrent requests share it; failure returns 503.

One Durable Object per resource and scenario. Refresh timeout: 2 seconds. Failure cooldown: 2 seconds. Design notes
